Petrol to fall below £1 a litre, experts predict

The average cost of a litre of petrol has dropped from 131.6p in July, when oil was $105 a barrel, to 112.6p a litre now with oil at $57 a barrel.

All four big retailers - Asda, Morrisons, Sainsbury's and Tesco - announced this week that they were knocking a further 2p off a litre. Asda will charge 107.7p a litre for petrol, its 13th cut to prices since the end of September.

Further drops in the world oil price are predicted before May's election, some analysts suggesting that it will fall to below $40 a barrel, which in turn will push petrol below £1 a litre. However prices are likely to rise again towards the end of the year.

Morgan Stanley is forecasting that prices could even briefly fall to as low as $35 a barrel before recovering.

The RAC has said that the price of Brent crude, now down below the $60-abarrel mark for the first time since early July 2009, was predicted to keep on dropping.

Balfour Beatty has announced it has been awarded an £80m contract to construct the National Automotive Innovation Centre (NAIC) in Coventry for the University of Warwick.

The 33,000 sq m development on the main campus of the university will involve the construction of a four-storey L-shaped building that will house teaching, research and development, and design and engineering facilities centred around collaborative workspaces.

Balfour Beatty will also carry out the significant mechanical and electrical installation works.

The NAIC will accommodate over 1,000 technologists, academics, designers, students and engineers, fostering collaboration to develop and use breakthrough vehicle technologies.

The facility will also aim to address the current shortage of skilled research and development staff in the automotive supply chain.

At the height of construction, the project will employ over 750 people and will also provide opportunities for apprenticeships and graduate and work-experience placements.

Balfour Beatty chief executive for construction UK Nicholas Pollard said: "This award adds to our significant portfolio of university projects across the UK.

"We look forward to delivering a facility that will support the University of Warwick's ambition to position the UK at the forefront of automotive research and development.

"Our commitment to apprenticeship, graduate and work placements, throughout project delivery will ensure Balfour Beatty's contribution goes beyond the construction phase."

Work will commence this spring, with completion expected in spring 2017.

The NAIC is being funded through a collaboration between Jaguar Land Rover, Tata Motors European Technical Centre, WMG and the government's UK Research Partnership Investment Fund, which is administered by the Higher Education Funding Council for England.

Dr Allan was employed as a private contractor for NHSGGC for 14 years to lead legionella testing.

The last outbreak in Scotland happened in the Renfrew area last year, when 11 people were infected. The source of the outbreak has not been identified.

The 11th Annual Combatting Legionella Water Treatment conference will take place on 29-30 September at Aston Villa Park in Birmingham.

Is Surrey cut out to become Dallas country?

The energy company UK Oil and Gas Investments (UKOG), which holds the licences for exploration, estimates the field could hold as much as 100 billion barrels. To put that in context, around 45 billion barrels have been extracted from the North Sea since the late Seventies. An analysis of the Horse Hill well indicates that the area could hold 158 million barrels of oil per square mile which, says UKOG, means that by 2030 the Weald could produce up to 30 per cent of the country's oil demand. "We think this is a discovery of national significance," said Stephen Sanderson, the company's chief executive.

But the local response to this momentous news has been pretty lukewarm and very English. When Hillbilly Jed Clampett found Texas tea on his farm and became an instant millionaire, he packed his family into an old jalopy and headed for Hollywood. Daniel Plainview in There Will Be Blood, the Oscar-winning film inspired by Upton Sinclair's novel Oil!, set about destroying everyone around him in pursuit of riches. But down in Surrey, they are a bit more phlegmatic. Richard Olliver, chairman of Horley Town Council, which covers Hose Hill, said the reaction among local people was mixed. "Traffic is something people worry about," he said. "We have had an awful lot of road works in East Surrey lately and it causes disruption." Cllr Olliver said the road to Horse Hill from Horley would need to be redesigned to avoid traffic jams. Come on, councillor. You are sitting on top of Europe's biggest onshore oil field and you are fretting about redesigning the road! It's hardly J R Ewing, is it? Where's the ambition, the talk of helicopters, yachts, fast cars and even faster women? Where's the oil baron cynicism? As J R once said: "A conscience is like a boat or a car. If you feel you need one, rent it." And: "There's nothing like the smell of money to get the relatives out of the woodwork." Let's face it, that's just not very Surrey, is it?

Yet over the centuries, the Weald basin has seen quite a lot of industrial activity. On the western edge of the Jurassic shales in Dorset, the Wytch Farm oilfield has been pumping out black gold since 1979. On the eastern edge, the Kent coalfield sustained a dozen mines at the height of production before it was shut down in the Eighties. The discovery in 1897 of natural gas while drilling for water at Heathfield railway station in Sussex provided fuel for the first natural gas lighting in the United Kingdom. Down in West Sussex, there are nodding donkeys in the field by Pulborough rugby club and oil has also been extracted from a well near Goodwood.

In East Sussex, huge quantities of gypsum were dug from Jurassic Purbeck beds and brickworks exploited the lower Cretaceous clays. During Roman times - and again in Tudor England - the Weald was the main iron-producing region in Britain. The invaders built upon a flourishing native industry with ironworks sites found all over the eastern part of the High Weald. So far from being a twee rural idyll, albeit one with an airport and motorway attached, Wealden England has been a centre for drilling and digging, and could be again. Even if a fraction of the oil can be removed, it could create thousands of jobs and trigger an economic boom in the region.

But as we saw with the anti-fracking protests in nearby Balcombe in West Sussex, such a prospect no longer attracts people but appals them. We are a post-industrial nation with the added problem that unlike in America, there is no windfall for someone sitting on top of the oil because it does not belong to them. If people aren't going to get rich from the oil discovery then they will always rather it was drilled elsewhere.

These instinctive objections are encouraged by a battalion of environmentalists, green activists and countryside campaigners. They will try to shut down the great Gatwick gusher before a drop of crude has even bubbled from the ground.

Lower oil prices provide opportunities

It was Vladimir Putin's birthday yesterday, but the celebrations would have been somewhat dampened had the Russian leader glanced at the price of one of his country's major exports. In recent weeks, the oil price has been tumbling, depressed by slower economic activity in China, the strength of the dollar, and a glut of shale oil from America and crude from the Middle East. Since reaching $115 a barrel in June, the price of Brent crude has dropped by almost 20 per cent. At the end of last week, it was trading at $91.48 a barrel - the lowest level since 2012. Even the wars and tensions in the Middle East have failed to push up prices as expected, in the face of booming shale output and a consequent fall in US imports.

The geopolitical impact of this development has already been considerable. The economies of some exporters are almost entirely dependent on high prices: some experts have calculated that Russia's budget tips into deficit at anything under $120 a barrel - and that was before international sanctions were imposed in the wake of Moscow's actions in Ukraine. In July, Nigeria did not sell a single barrel to America, despite having until recently been one of its top suppliers. Yet the US, too, is threatened by falling prices, since shale producers will struggle to turn a profit if prices fall much further. All eyes are now on Opec to see whether it will reduce supply at its next meeting in November - but the cartel is not the force it was, and may not be in a position to stop the decline.

This collapse in oil prices should be good news for European economies such as ours - not least at the petrol pumps. But we are hamstrung by carbon-cutting tax policies that have stopped the lower prices being passed on to consumers and motorists. With economic recovery still in its infancy, we need to make the most of this opportunity.

Milford Haven sold to Singapore energy firm



The Milford Haven oil refinery has been sold to a Singaporean energy company just months after separate sales talks collapsed.

Puma Energy is buying the facility in Wales from Murco Petroleum along with three inland terminals at Westerleigh, Theale and Bedworth. Puma, a subsidiary of the commodity trading giant Trafigura Beheer, has also purchased Murco's wholesale and distribution business in the UK.

Around 140 jobs across the four sites will transfer to Puma, which will expand Milford Haven's storage facilities as part of the company's first push into the UK.

Murco continued to operate the facility solely as a petroleum storage and distribution terminal.

Puma said it will make Milford Haven "a key site securing the supply of energy to the UK and wider region during a period of change in European energy infrastructure".

After the 50pc slump in the price of oil since last June, more companies are looking to store the commodity until prices recover.

Brent crude dropped more than 2.5pc on Friday to a month-low of $55.37 a barrel, bucking a recent trend of stable prices.

"They make these ridiculous ideas, not backed by any evidence, that something [fracking] will transform the British economy and massively reduce prices," he told Carbon Brief, a website that reports climate science and policy.

Writing in the Telegraph in 2013, Mr Cameron also appeared to show support for fracking across the UK, pointing out that oil and gas drilling had been taking place in the South Downs National Park since the eighties.

Despite enthusiastic support for fracking from some elements of the Conservative Party there has also been growing opposition from some Tory backbenchers, resulting in the Government conceding greater restrictions on the process - including a ban on it taking place in National Parks.

Mr Davey also indicated he was happy with the slow pace of shale gas development in the UK, which has seen no wells fracked since a ban on the practice was lifted in 2012.

"The biggest criticism that I get is that I have not gone faster, the biggest criticism that I get is that I'm regulating too much," he said. "I'm very happy to have that criticism."

So far only one company, Cuadrilla, has submitted planning applications to frack. Lancashire council's votes on the plans have been delayed until the eve of the general election, after planning officials initially recommended refusal over noise concerns.

Cuadrilla has since vowed to spend £5m on making its fracking quieter, but faces an uphill battle to gain the support of Lancashire councillors who appear increasingly hostile.

The councillors last week threw out an application from Cuadrilla to carry out seismic monitoring at another site, and have also written to Defra demanding it publish the full version of a highly redacted report into the impacts of fracking on house prices.
